Kremlin Official Suggests Ceasefire Conditions in Ukraine Conflict

Yury Ushakov, a senior aide to the Kremlin, has outlined conditions for a potential ceasefire in Ukraine, emphasizing that such an agreement hinges on the withdrawal of Ukrainian forces from the entire Donbas region. In remarks reported by the Russian newspaper Kommersant, Ushakov stated that without this withdrawal, the territory currently held by Ukrainian troops would be subject to takeover by the Russian National Guard.  “A ceasefire can only come about after the withdrawal of Ukrainian troops,” Ushakov was quoted as saying. He further asserted that if negotiations fail, the Russian Federation would ensure military control over the area. According to Ushakov, the future of the territory will depend on this withdrawal.

Currently, Russia has control over the entirety of the Luhansk region and approximately 80% of the Donetsk region. Despite this, Ukrainian forces retain control of several key cities, including Sloviansk and Kramatorsk, which are heavily fortified against potential advances.
In the same interview, Ushakov discussed a peace plan that envisions the deployment of the Russian National Guard (Rosgvardiya) in areas of the Donbas currently controlled by Ukraine. He noted that the regular Russian army would not be present in these areas, stating, “It’s entirely possible that there won’t be any troops there, either Russian or Ukrainian. But there will be the Russian National Guard, our police, everything necessary to maintain order and organize life.”
Ushakov’s statements reflect the ongoing complexities of the conflict in Ukraine, where territorial control and military presence remain contentious issues. The prospect of a ceasefire, as outlined by the Kremlin, raises questions about the feasibility of negotiations and the implications for the future of the Donbas region. As the situation evolves, the international community continues to monitor developments closely, seeking pathways to a peaceful resolution.
