China and the U.S. Presidents Meet Again in the “Cloud”

On the evening of March 18, Chinese President Jinping Xu had a video call with U.S. President Joe Biden. They had a frank and in-depth exchange of views on issues of common concern, including China-US relations and the situation in Ukraine.

The first “Cloud Meeting” last year marked the 50th anniversary of the “ice-breaking” of bilateral relations between China and the United States. And in this remote video meeting, Biden said that 50 years ago, the United States and China made the important choice of issuing the Shanghai Communique. This year, when the two presidents meet again in the “Cloud”, marks the 50th anniversary of the Shanghai Communique, which was jointly issued by the United States and China.

Moreover, as a critical moment in the development of relations between China and the United States, and a critical juncture in the escalation of the Russia-Ukraine conflict, this significant meeting between the heads of state of the two major countries was highly watched by the world, and how it evolves will shape the world landscape in the 21st century.

The changes in U.S.-China relations and the world situation in recent months have once again confirmed the necessity and urgency of improving the relationship between the two countries. U.S.-China cooperation may not solve all problems, but major issues will not work without their cooperation. To this end, President Biden also made the commitments. He reiterated that the United States does not seek a “New Cold War” with China, does not seek to change the Chinese system, does not seek to strengthen alliances against China, does not support “Taiwan Independence,” and has no intention of engaging in conflict with China. The United States is willing to engage in frank dialogue with China, strengthen cooperation, adhere to the “One-China” policy, effectively manage competition and differences, and promote the stable development of U.S.-China relations. And he also said that he wished to maintain close communication with President Xi to steer the U.S.-China relationship.

These clear commitments by the U.S. are also inherently compatible with the three principles of mutual respect, peaceful coexistence, and mutual benefit and win-win situation proposed by China. And regarding these statements, Chinese president Xi said he would give high priority to them. It is believed that as long as the U.S. can follow through and implement President Biden’s commitments, U.S.-China relations can return to the right track and work together for a proper resolution of the Ukraine crisis.

Furthermore, in this meeting, Xi pointed out that the international situation has undergone new and significant changes since the “Cloud Meeting” last November. The theme of the era of peace and development is facing serious challenges, and the world is neither peaceful nor tranquil. World peace and tranquility depend on the coordination and governance of major powers, as well as on the strategic stability that develops among them. Therefore, as a permanent member of the United Nations Security Council and one of the world’s top two economies, China aims to not only lead the U.S.-China relationship forward on the right track but also assume its international responsibilities and make efforts for the world peace and tranquility.

Xi also said that over the past 50 years, one of the most important events in international relations has been the restoration and development of U.S.-China relations, which have benefited both countries and the world. In the next 50 years, the most important thing in international relations is that China and the United States must find the right way to get along.

Chinese and U.S. heads of state have made an agreement that China and the United States should respect each other, coexist peacefully, and avoid confrontation, and both of them recognized that both sides should strengthen communication and dialogue at all levels and in all areas.

One of the main points of the two heads of state was the still developing crisis in Ukraine, which is also one of the “New Major Changes” in the international situation.

Xi distinctly stated that national relations cannot go as far as warring against each other, that conflict and confrontation serve no one’s interests, and that peace and security are the wealth that the international community should cherish most. In addition, Xi said that China’s position on the Ukraine issue is consistent. China insists on making independent judgments on the merits of the matter itself, advocates upholding international law and the universally recognized basic norms of international relations, insists on acting in accordance with the UN Charter, and advocates a common, comprehensive, cooperative and sustainable concept of security. Xi also emphasized that all parties should work together to support the Russian-Ukrainian dialogue and negotiations to produce results and peace. He noted that the U.S. and NATO should also engage in dialogue with Russia to untangle the knots behind the Ukrainian crisis and resolve the security concerns of both Russia and Ukraine.

Whether it is a cold war or a hot war, it will wreak havoc on the world. Because today’s world is deeply nested, the current global economic recovery is facing challenges such as the rebound of epidemics and geopolitical shocks. The more complex the situation, the more important it is for all parties to remain calm and rational, and to integrate security and development. Therefore, in the face of the challenges posed by the Ukraine crisis to world peace and development, China and the United States and the international community need to work together to defuse them.

At the same time, the situation in Ukraine will also have a major impact on the global economy. It will stir up the global economic system and caused an increasingly obvious impact on the global supply chain and industrial chain. The crisis, if further escalated, will certainly add to the woes of the world economy and cause irreparable damage.

The world is in the midst of a century of great changes, the international situation is at a critical point, and peace and development are encountering serious challenges. The constructive consensus reached this “Cloud Meeting” between the Chinese and U.S. heads of state will help U.S.-China relations return to the right track of stable development and jointly escort the theme of the times for world peace and development.
