The Forest That Grew Back: How Ohio Planted Nearly 7.2 Million Trees on Its Abandoned Coal Mines

There is a kind of environmental story that rarely makes headlines, because its drama unfolds at the speed of an oak. Across the hill country of southeastern Ohio, a region that fueled America’s industrial rise with its coal and paid for it with its landscape,  nearly 7.2 million trees have been planted on formerly mined lands under the state’s abandoned-mine reforestation efforts, according to figures from the Ohio Department of Natural Resources reported by CNN. Slopes that spent decades as compacted, acidic badlands are, seedling by seedling, becoming forest again.

The number is worth pausing over because of what stands behind it: one of the longest-running restoration programs in the United States, and a hard-won scientific lesson about why most attempts to “green” ruined land fail.

Ohio’s mining history runs deep; for over a century, counties like Jackson, Perry and Jefferson were among the state’s coal heartlands, mined first by pick and tunnel, later by machines that peeled entire hillsides away. When the seams gave out, the companies moved on, leaving behind what the law now calls “abandoned mine lands”: raw highwalls, acid-leaching spoil heaps, sunken ground and streams running orange with iron.

The federal reckoning came in 1977 with the Surface Mining Control and Reclamation Act, which forced active mines to clean up after themselves and created a fund for the orphaned wrecks of the pre-law era. But Ohio had already moved earlier, and in a way that remains distinctive: the state legislature created a severance tax on coal,  a levy on every ton extracted — dedicated to restoring orphaned strip-mine land. The industry that broke the land was made to finance its repair, and out of that mechanism grew the Ohio Abandoned Mine Land Reforestation Program, the low-cost, long-haul effort whose seedlings now number in the millions.

Here the story turns from history to science, and it is the part every country attempting restoration should study. For decades after 1977, reclaimed mines were graded flat by heavy machinery and seeded with fast-growing grasses, green to the eye, and ecologically dead. The bulldozers compacted the ground so severely that tree roots could not penetrate it; the soil was acidic, drought-prone, hostile. Researchers coined a bleak term for the result: “arrested succession”,  land locked in scrubby stasis, unable to become forest on its own. By one expert estimate, as much as a million acres of former Appalachian forest, an area nearly the size of a small American state, sits treeless in this condition.

The breakthrough came in 2004 with the Appalachian Regional Reforestation Initiative (ARRI), a coalition of federal regulators, eight state agencies including Ohio’s, scientists, environmental groups and the coal industry itself. Its tool is the Forestry Reclamation Approach, and its counterintuitive first commandment is: rip the land back open. Deep machinery breaks up the compacted crust; loose, uneven ground replaces the manicured grading; and then come the trees,  native hardwoods, planted densely. At a recently completed project in Jackson County, Ohio, roughly 700 native seedlings went into every acre – enough, foresters say, to establish a true forest rather than scattered ornamentation, and to set the land on a path toward ecological and economic value measured in generations.

The species list is itself an act of restoration: oaks and maples, sycamore and shortleaf pine,  and, most movingly, the American chestnut, the great tree that dominated Appalachian forests until a fungal blight all but erased it a century ago. Blight-tolerant chestnuts bred over decades are being returned to the region on reclaimed mine land, one ruined giant helping heal another ruined landscape.

The dividends compound quietly. Loosened, forested ground drinks rainfall instead of shedding it, easing the flash floods that plague Appalachian valleys. Canopy shades and cools streams; roots filter the acid legacy of the mines. Wildlife returns, Ohio’s award-winning Friendship Park reclamation in Jefferson County paired its plantings with wetlands, pollinator meadows and roosting habitat for endangered bats, turning a crumbling highwall into a public park. And the work employs people: nursery growers, equipment operators, planting crews,  modest but real jobs in counties that coal employed and then abandoned. Organizations like Green Forests Work, which has put well over a million trees into Appalachian mine lands with thousands of volunteers, frame the mission explicitly as both ecological and economic: a renewable resource where an extractive one gave out.

Across Appalachia, only about a quarter of the abandoned mine lands eligible for cleanup have been reclaimed, by one institute’s analysis, and the full bill for the remainder could reach $21 billion, sums Congress has never fully funded. ARRI itself has never had a dedicated federal budget line. A seedling takes three decades to become a tree of consequence, and a planted slope takes a century to become the layered, humming forest that was scraped away in a season. Ohio’s 7.2 million trees are, by the arithmetic of ecosystems, a magnificent down payment on a much larger debt.

But down payments matter, because they prove the debt is payable. In an era when “reforestation” is too often a corporate press release,  monoculture rows planted for carbon credits and abandoned to die, Ohio’s half-century program shows what the real thing looks like: local funding with a stable source, science that learned from its own failures, native species chosen for the place, and patience institutionalized across political generations.

The hills around Lake Vesuvius, green enough today that visitors would never guess what lies beneath, are a method,  available to any country, from the lignite fields of Europe to the coal basins of Asia, willing to spend fifty years fixing what it broke in twenty.
